Naoe and Yasuke continued northwest, where the came upon a group of bandits talking about the a ghost like the beggar did.
- Outlaw Archer: That was a ghost! It's going to kill us for looting this place.
The two of them gave the bandits a spook, prompting the them to attack.
- Outlaw Archer: Look. it's the ghost! Kill it!
- Outlaw Brute: Back to the burnt tower, you fiend!
The bandits were taken care of swiftly.
- Naoe/Yasuke: A burning tower? That could be the work of the Godai of Fire.
Naoe and Yasuke headed up Mount Hiei where the saw the burning tower in the distance. They looked around the surroundings and found the Godai of Fire Kaji meditating by a campfire. The monk, having seen them, attacked.
- Godai of Fire: Who dares to stand against the Godai of Fire!
- Naoe: I do.
- Godai of Fire: I forsook the eightfold path. All for vengeance. All for this.

Naoe and Yasuke traveled to Iga to track down the Godai of Earth Akira. They reached a ruined lumberyard near Otaniinari Shrine where they found the hostile shinobi. They attacked the Godai of Earth.
- Godai of Earth: I am a man of few words. So I say this. Leave or die.
- Naoe/Yasuke: And I have just one word. No.
Naoe and Yasuke eliminated the shinobi with some effort.
- Naoe: Godai of Earth. That is not how you serve the people.

Before they entered the spot, Naoe and Yasuke investigated the nearby bridge and found a few more victims of the Godai.

Naoe and Yasuke returned to bamboo spot and followed the nearby trail of blood up a cliff and heard a sound being played.
- Naoe/Yasuke: A flute? It could be a more Godai trickery.
The two approached the sound and were soon discovered by the Godai of Wind, who attacked them.
- Naoe: Traitor! Murderer! You will die by my hand.
- Godai of Wind: Naoe of Iga... You were never better than me.
- Naoe: Let's find out.
- Godai of Wind: I am better than you. The best.
After an intense fight, Naoe killed Kazumi.
- Naoe: Scatter your hate into the wind.
- Yasuke: Godai! Step forward and answer for your crimes.

Naoe and Yasuke returned to Omi on the trail of the last Godai, the Godai of Void Rokkaku Yoshimitsu, who was Shotei's adopted son. They reached Yoshimitsu's former hideout in the largely destroyed Odani, heavily guarded by a hired group of outlaws. After clearing the area of the outlaws, they found a number of Yoshimitsu's crucified victims.
- Naoe: Horrible. Could it be the work of the rogue shinobi?
- Yasuke: What a horror. Is this be the work of the rogue shinobi?
They followed a trail of blood into a building where they found more bodies and investigated a backpack left on the floor.

They found a letter near a katana on a mat.

After a long fight, Naoe and Yasuke eliminated Rokkaku Yoshimitsu.
