The Salakar, the Vessel of Souls, was an extremely powerful ancient artifact which was developed by the elves and sealed deep beneath Svartálfaheimr ages prior to the Muspel invasion of the land. The Salakar's power was sought by the seemingly immortal Isu warlord Surtr, who sought to gain Baldr's "light" for himself.
After Odin discovered that Baldr had been taken by the Salakar in his ultimately futile attempt to rescue his son, he used it to ensnare Surtr during their final clash at the base of Svartálfaheimr's Tower. He originally abandoned the relic with Surtr's remains but later baited Juno into collecting it as a possible method to save her lost love. Odin informed her that it would need emptied first, secretly trusting that her efforts would release Baldr back into the world after the oncoming cataclysm.

Functionality
Due to the mysterious nature of the elves and their sacred knowledge of the soul, even the wisest among the Isu like Ivaldi were incapable of understanding the Salakar's true workings. What is known is that it was able to to contain souls of individuals.
However, Odin admitted that, to the Isu's knowledge, nobody gets in or out of the Salakar. [1]
Behind the scenes
The Salakar's etymology seems to be from the Hindi word "सलाहकार" (salāhkār), which is borrowed from the word "صلاح کار" (salâh-kâr) in the Persian language and means "advisor".
