The Council of Elders is one of the ruling groups of the modern-day Templar Order.

By 2016, it was led by Ellen Kaye. The Council was present at the gathering in London during which Alan Rikkin was killed by the Assassins.

Trivia

The Council's members appears to have a higher rank than members of the Inner Sanctum of the Templar Order as exemplified by Kaye giving orders to Rikkin. Since the games stated than only the Generals of the Cross have a higher position than members of the Inner Sanctum, it can be asserted that the General is part of the Council.
