The Council of Elders cannot be the "Generals of the Cross" because there's only supposed to be 1 General of the Cross.

The Council of Elders is one of the ruling groups of the modern-day Templar Order.[1]

In 2016, it is led by Ellen Kaye. The Council was present at the gathering in London during which Alan Rikkin was killed by the Assassins.[1]
