Issa (一茶; died 1867) was a shinobi and a member of the Japanese Brotherhood of Assassins.
Biography[edit | edit source]
At the eve of the Boshin War, in late 1867, Issa met with Matsuo in Edo to discuss the recent events. Infuriated by Tokugawa Yoshinobu's show of weakness after his abdication as shōgun, Issa wanted to assassinate Harry Parkes, as he believed that without the British Empire's support, Emperor Meiji and his allies would be too weak to act. While Matsuo worried that the move would further weaken the Tokugawa cause, Issa convinced him otherwise.
