Infuriated by Togukawa Yoshinobu's show of weakness after his abdication as shogun, Issa wanted to act. Specifically, he wanted to assassinate [[Harry Parkes]], as he believed that whithout the support of the British, the Emperor and his allies would be too weak to act. While Matsuo worried that the move would further weaken the Tokugawa cause, Issa convinced him otherwise. With the abdication of Yoshinobu, the Consul was now technically under the protection of the Emperor, who would take the blame for failing to protect the British dignitary.
