Commandery vs. City[edit source]

Previously, I had pointed out that there would actually have been a difference between Changshan commandery and Changshan city and likewise between Julu commandery and Julu city. I explained that the difference is the same as that between New York State and New York City. This is perhaps best illustrated by the example of Fanyang, the older name for Beijing used in Dynasty. Fanyang Commandery is also mentioned (in Chapter 10), but it wouldn't make sense to move the article at Beijing, a highly significant city, to being about Fanyang Commandery as a whole.

For consistency then, I have suggested before that there be separate articles for commanderies and the cities of the same name. I am now having second thoughts because I admit that an article for Julu as a city and Julu as a commandery would have essentially identical content, and Wikipedia practice does allow for merges when that happens.

I am also aware that even in China today, there is a fusion between cities at the core of a prefecture and the prefecture itself, hence the term prefecture-level city. My knowledge in public administration is not very developed, so I don't quite understand the functional difference with some cases in other countries like Alameda city vs. Alameda County in California (except that the latter is administered from Oakland). In the real-world, it really seems to come down to the administrative needs of localities. There is only a single article on San Francisco City and San Francisco County together because it is administratively the same. Likewise, Beijing is both a city and a municipality on the first-tier administrative division level. (New York City is the opposite since each district, called a borough, is administratively its own county.)

So I wanted to double-check with you guys if you think it is better to have separate articles for cities and commanderies or just a single article? I have already written "Taiyuan" as being about both the city and the prefecture. If we do decide that there should just be one article for each city–commandery pair, do you guys think "Julu Commandery" should be moved to just "Julu" and "Changshan Commandery" to just "Changshan" for consistency with "Taiyuan" and "Fanyang"? Honestly, to me it all comes down to whether there is/would be different information in both pages. If the content would by and large be the same, I think it's better to have a single article for the city–commandery pair. And on that second question, yeah, I think it should be moved to just "Julu" for consistency's sake. - Soranin (talk) 12:59, 19 April 2023 (UTC)
