Mendoza was a captain of the Spanish Army in Havana during the early 18th century.

After overseeing a hanging, he was either pickpocketed or killed and looted by the pirate Edward Kenway, who used his key to recover his own belongings from the Castillo de San Salvador de la Punta.[1]
