Sure, Syndicate was better, but with Unity, that was hardly a large hurdle to jump. At this point, it is pretty much undeniable that annualization is hurting the quality of the games (as well as gamers' excitement for them). Also, given Ubisoft's track record (AC3 -> Black Flag -> Unity/Rogue -> Syndicate), there's no guarantee that the next game would be better.
