Homer Dalton was a British criminal living in London during the Victorian era.

Dalton grew up in high society, having all the luxury he could want. That ended, however, when his father became implicated in a political scandal. Dalton relocated to Whitechapel, joined the Blighters, and started earning his living by collecting illegal property taxes.[1]

Sergeant Frederick Abberline enlisted Jacob and Evie Frye to locate Dalton and bring him back alive, which the two Assassins promptly did, leading to Dalton's imprisonment by the Metropolitan Police Service.[1]
