Try going out of combat with level 3 notoriety. You won't be able to. Because apparently some idiot thought it was good idea to spawn 3 enemies for each one you kill.

I was stuck for solid 10 minutes at one point, waiting for the waves of mooks to end, and given that you can just endlessly streak kills now, it wasn't happening. Apparently colonial mooks don't get lowered morale at all and never run away like the guards used to.
