The Templars may enslave everybody but they will never achieve absolute and eternal peace, because there always be somebody who wont agree with the templars and manage to free the slaves. This will cause a rebelion and even if they slave everybody, someone will manage to resist and break the power that is holding the people.

Just look what Altair did in the Retaking of Masyaf. The only difference is that Al Mualim only controled Masyaf and not the entire world.
