This is funny actually, as I have just changed to this avatar.. Yes at the begining of ACB the staff lies in the vault. lets look at the staff page on this wiki shall we? It was somehow recovered at some point in the future, confirmed by the fact it had come into the possession of the Russian Tsars during the 1800's. It was lost (and presumed destroyed) after the Tunguska Explosion, and no one person has since appeared to have taken possession of it. It was 'presumed' to be destroyed, as assumption has no place in the world though, no one can be right or wrong here. Which brings me back to the initial blog post. I was meerly stating a possibilty, considering its last known location and the fact that Daniel will have something important to do with Desmond :)
