They either codenamed Revelations Lost Legacy and misdirected everyone by saying it would only come out on the 3DS, or they figured out that they would lose a lot of their playerbase by putting it on a system that most people wouldn't have or want to buy just to play an AC game. So, in the latter case, either they had it planned for the consoles from the start, or they transitioned it to to consoles because of the aforementioned reason.
