Weather changes would be brilliant. In snow for example you would leave footprints, so you wouldn't be able to use certain hiding spots if your tracks led right to them. That could be another way to confuse tracking enemies though by 'blending' your footprints with the crowds. I think of snow in particular because of Russia and Daniel Cross etc.. I can't see the lightening strikes happening but rain preventing climbing is def a good possibility. I guess it's going to depend on the new location(s). They have already started this really with the change from night to day anyway so I don't see why not..
