This user was obviously not aware that the image has been voted on and that it could not be changed. They can be informed of this in a friendly manner, this is not a specific task for moderators or administrators.
There's no reason to imply that this user does not have 'common sense'. I have already blocked Kain for one day for his unacceptable remark. The next person whom I see being rude to new users for not being aware of site policies and rules will get a longer ban.
