Right, because vigilantism is the answer. Do you have the training to kill an individual? Do you have the training and equipment necessary to actually deduce the identity of a murderer, track him down, and apprehend/eliminate him? If not, you're better off letting the police do their job - which they are trained to do and have the equipment for - rather than take a chance and accidentally kill an innocent person. You realize that even if you kill a murderer, you yourself will become a target of the law. Police, and the general public, tend not to like A) people who take the law into their own hands, and B) people who kill.
You want people to be safe? Join a neighborhood watch or the Guardian Angels. Write to your local representatives asking for more police funding. Don't go prowling about to pursue your own twisted brand of justice.
