They are not obssesed with europe because only 2 games are set in europe setting ;)

AC1 is in middle east, Revelations is technically in Asia and AC3 is in America and as far i know AC4 is not in europe too.

I honestly don't know why people are so obssesed with making next AC in Japan. Way back we got lots of stealth based games in japan like Tenchu. Feudal Japan and Japan culture is mostly alien to lots of people. I know anime and anime styled games did make ninja and samurai look cool but if you get deeper into their history and mantality it's not so good setting to make a historical fiction game.

As for steatlh aspect it really don't depend on setting.
