No? They were always trying to fight against the emperors backed by the Templars in China. Ezio spent most of his life destroying the rule of the Borgia. His Apprentices erased Templar power in many cities. Altair freed the Holy Land from the influence( and not exactly bad one ) from his nine targets. Connor destroyed many possibilities for the Templars being in power( igniting a war and custing the lives of many people ).

The criteria from the first comment may be similar to the Assassin ideology but like i said, they dont try to enforce order, and that something i believe they should do.
