Why is New York a major city fetured in this game? Philadelphia was originally supposed to be in AC3 but got cancelled and now they make another game but choose the city that we have already been in instead of the obvious choice?

How different can the city be its the exact same time that Haythem was running around the streets in AC3. If the city is different any way then it will make no sense and ruin the immersion.

Am i missing something?
