I prefer the streets when tracking. You simply pay off courtesans and you have a moving blend spot. Also, moving with courtesans stops you drawing attention to yourself when you bump into people carrying boxes. However when notorious and being pursued, I combine streets and rooftops to escape enemies as using both can make it more difficult for them to chase you. Don't forget to swim either. That's a sure-fire way to lose them.
