I think most buildings in the first couple of games were only about 2-3 stories tall. With a few tall towers scattered around and about 20ish famous landmarks which generally had the eagle nests. A lot of older cities do have buildings built close together with no space inbetween their sides and narrow streets though. But that was to make it difficult for invading armies to move through the streets if they managed to get in. So any old world city would be designed like that I think.
