another idea could be the Brazilian militar dictatorship

1964 - 1985

Location:

Rio de janeiro (former capital) - São Paulo (economic center, like brazil's own New York)

Brasília (capital since 1950) - Florianopolis (big, important metropolis in the very south)

Templars:

Castelo Branco (first president) (died in a misteryous plane accident) - (assassination in a plane, and escape in a parachute, wacha think?)

Costa e Silva (second president, died with a heart attack after a failed assassination plot) - (would be interesting if we fail to kill our target but it beeing part of the plot, no one would expect that)

Emílio Garrastazu Médici (again, died by heartattack, but we could poison im and make it looks like it was natural)

Ernesto Geisel (cancer, but we could at least ruin his plans)

João Baptista de Oliveira Figueiredo (since he ended the militar dictatorship, he could reveal to be an ally, a templar that disagreed with the others but kept it to himself until the last moment)

Famous inclusions:

Dilma Rousseff (Brazilian president so far, tortured during the dictatorship)

Charles Burke Elbrick (american ambassador, kidnapped by the revolutionary group in order to nullify one of the laws imput in the dictatorship)
