I would say Rodrigo. Robert was cunning and plotted behind Richard's back, and Al Mualim took control of the Assassins, but Rodrigo was just mysterious the whole time. We didn't know what he was planning, always wondering what he would do, then in the end everything he was doing was all a cover the get the Vault. And, instead of focusing on destroying the Assassins, he wanted to focus more on maintaining his power, unlike the others. Cesare was just power hungry.
