The best idea (in my opinion) is England during Pitt the Younger's reign. The French revolution made radical groups spring up in England such as the Jacobins and the London Corresponding society. I think it would be good for a long period spanning game as Pitt was in charge for 18 years and there is a lot of shit going down (War with France, industrial revolution, imperial expansion, Naval mutinies at Spithead and the Nore, the Black Lamp conspiracy, King George going mad) and it could possibly tie in with Connor's story....
