Yes some the recruits could be Female but dont forget that only one made it to the inner Sanctum, which means the character we played as(but according to the Cutscenes, especially that of seeing his improvements in life, has depicted him as male) in the multiplayer will be the only one on the mission of hunting Bill Miles, The others would be just goons
