Well, I'm pretty sure that it's going to be set during the French Revolution.

But I think that my home country, the Netherlands, during the 19th century would be pretty setting interesting and would work out well. With King Willem II and Johan Rudolph Thorbecke as the leading Templars.
Never going to happen, anyways. The Netherlands aren't and never will be featured in video games. And it would be completely random.

Furthermore, I can't think of anything but the French and American revolutions. Russia's already been done in The Fall so I think it's unlikely Russia will be in AC3.
