Uhm. Well it's an expansion of AC2, so it is AC2.5 or just Brotherhood. As it continues and ends the story of AC2 in a diff game, regardless that it was as you say "supposed to be included in ac2", it doesn't matter now because it's still going to be another game. Regardless if i'm right or wrong, it's safe to say that it's definitely not AC2. :D
