The portrait of Washington with the Apple had the date 1781 right next to it, which is the year after Connor cut off his alliance with Washington.
Achilles was the only Assassin left; there was nobody to hold a ceremony with. Achilles also said that he thought neither him or Connor were really the type for it. The lack of the Creed in the entirety of the game was disappointing though.
