Roman numeral V would work better as a quasi-analogy to Victorian England. You know. V = Victorian.

That aside, the Great Fall subtitle comes out of nowhere. With Black Flag, there was speculation long before the announcement that it was to be a naval DLC for AC3. This just pops up shortly before announcement of next game with no previous leaks or anything.
