No, because if we assume it is him (I am aware that there is a high probability it is), it's just gonna further speculation and I have a bad feeling that the Subject 16 article is going to be full of it until there's actual confirmation . Like you said, his appearance isn't consistent with his "mysteriousness" nor voice in ACII.
