I'm pretty sure they're referring to one of the apprentices in Brotherhood... He's the one with the face mask and mace, I think, in the intro...

To the OP: I'm afraid there's no way to tell what his name is, or if he's ever been called anything other than some variation on "Mr. Stripey-Pants". ;)
