The woman in the carriage from the gameplay demo had a red outfit, and her carriage was parked a bit wierdly, so I'd say she's a member of the rival gang.
As far as Jacob goes, he's brash and all, but in the trailers he is always saying how he wants a future for everyone, and how he thinks that poor people deserve to be treated better, so I'm not sure if he is really that jerk-y.
