They never explicitly said Mentor and Grand Master are different ranks. They said Ezio is not the leader of the entire Order, which is not too surprising in my opinion. Ezio is the Mentor/Grand Master of the Italian Assassins. Yusuf is the Mentor/Grand Master of the Ottoman Assassins.
