Previous Button question

I was just wondering if maybe Queen Victoria's Side missions should be connected to the end of sequence 9 with a Previous button the only reason I bring this up is because in the game it is not allowed to unlock until after Sequence 9 meaning that even though they are side quests they are still in order of the main storyline that is the only reason I'm asking about Queen Victorias missions. Thank you.
