Liu (劉) is best associated with the Han imperial house, but it didn't originate with them. 清 has always meant 'pure' or 'clear', and its definition has not varied much throughout history. The Manchu dynasty renamed themselves Qing for the meaning. Either way, this hanzi is not verified for Liu Qing's name.

Not only is 韓 an unsourced assumption for the name Han, but if it were a given name, it would be unrelated to the 韓 clan, which is also not unique for claiming descent from the Zhou house of Ji... and Han as in the Han people is a totally different word. This is a good example of why it's important to consult with Chinese speakers for names.

We can't just randomly choose and assume which meanings they are. 余 does not mean "I" either when used in a name.
