The watch commander at Himeji Castle, Tokubei has an unfortunate taste for games of chance.

When a guest bribed him to allow his men to enter the castle, Tokubei saw an opportunity to repay part of his debt. To his horror, Kanbei's enemies used this access to stage a failed attack on the rengakai, forcing Tokubei to run and hide in the one place he knows best: his illegal gambling den.
