That's not what was part of the change. There are only 5 known Templar leaders, none of which were Master Templars. Though the same could be said for removing the "Templar leaders" category from the "Grand Masters" category, because none of the Masters were leaders. Madeleine de l'Isle was the leader of the Lousianian Templars for the French Rite and Lawrence Washington was the leader of the Colonial Templars for the British Rite. So, there was at least two Master Templars who were also the leaders of their "franchised rite". It also appears that William Sleeman will have the same role for the British Templars in India.
