They've said players will "join forces with Frederick Abberline", so my guess would be that Jacob and Evie are going to assist the inspector and potentially find the suspect, but it for some reason is covered up. Maybe Jack the Ripper was a rogue Assassin or something - the Brotherhood probably would like their existence to stay a secret. That's just me guessing :P
