I couldn't recall Bayek speaking softly until you specified the desert roaming dialogue.  Those are the sandstorm warnings, I usually hear him:  "Ah, that wind.  It will raise the sands."  "The wind rises...and the sand with it."  Like has been said there is an audio boost option.
