I know they cared about freedom, but after Altair it was the prime focus rather than peace. If Hassan I Sabbah created the Maxim of the Creed: "Nothing is True, Everything is Permitted" then I don't see how it's is unlikely that he created the Tenets of the Creed. Unless that info is wrong...
