Connor's outfit isn't available as a legacy outfit in prior to AC3, that's just chronology at this point. Legacy outfits are unlocked through owning multiple AC games, so you don't get Edward's outfit in Syndicate unless Black Flag is linked to your Uplay, then again, and likewise wouldn't get the outfit of Elise without owning Unity. The games where Connor's outfit is a legacy outfit are ACIV, AC Rogue, and AC Unity. Also, I think you have to actually redeem the legacy outfits from Uplay to get them on the game, but don't quote me on this. I think that was just for Origins.
