He was involved with an assassination plot to kill George Washington . Connor found out about this plot and confronted Thomas who fled. After a long chase Connor captured him but both were arrested and sent to prison. Haytham Kenway and Charles Lee managed to make his stay more comfortable by giving him a better cell. Connor managed to steal the wardens key and get into Hickey's cell. Connor began to choke a sleeping figure but he learned it was the already dead warden. Hickey and Lee arrived and defeated Connor. They blamed the plot and the murder on Connor. The next day Connor was taken to be hung. Washington attended and Hickey tried to kill him. Connors allies cut him loose. As Hickey tried to flee he was stopped by the crowds allowing Connor to kill him. As he died he revealed he was in the Order for his own good.
