I agree, which is why I'm more in favour for the Japanese Sengoku setting during it's last years. To be more specific, during Sekigahara in which the land was divided East and West (Toyotomi/Tokugawa). Anything earlier then that would be chaotic due to so many factions/clans all set out fighting their individual wars.
I wouldn't say ACIII was shit, messy would be more approriate since an established government didn't seem to be of much importance for Connor's storyline, regardless though like you said about Haytham, the game would have benefited more with an established government during Connor's time as well.
