I did this questline immediately after completing [[Athens's Last Hope|Athens' Last Hope]] and can confirm that I was not given the option to recruit [[Hippokrates]]. The dialogue simply ended with the quest, and if spoken to again he only replied "Forgive me, ''misthios''. There are many who still need my help." Bug no longer present
The bug mentioned here is not in the game anymore. I played the quests and didn't finish the story yet and could reqruit Hipocrates.

Confirmed: Not Able to Recruit Hippokrates
