A scepter is a staff or baton designed to be borne by a sovereign or other respected leader, such as a priest, as an emblem of their power and authority.

In Egypt during the Ptolemaic dynasty, scepters, being functionally little different from quarterstaves, were adapted as weapons. Although not as lethal as bladed weapons, these scepters were valued for combining swiftness with long reach.[1][2]
