To be more specific, during Sekigahara in which the land was divided East and West (Toyotomi/Tokugawa). I wouldn't say ACIII was shit, messy would be more approriate since an established government didn't seem to be of much importance for Connor's storyline, regardless though like you said about Haytham, the game would have benefited more with an established government during Connor's time as well.
