The Lawmaker was a legendary, double-sided battleaxe said to embody the values of Lykourgos of Sparta, who was known for his reforms of the Spartan society in the 8th century BCE.

Through an Animus modification, the axe was made available to the Spartan misthios Kassandra by Layla Hassan, an Assassin who relived her memories.[1]
