Xavier Chen is a member of the Assassin Order and head of a cell operating out of the Salton Sea.
In San Diego, Chen and Galina Voronina recruited Charlotte de la Cruz into the Brotherhood after it was discovered that she was a descendant of an Assassin active during the Salem witch trials, Tom Stoddard.
