Antonio de Ulloa (1716 – 1795) was a Spanish general, prominent scientist, colonial administrator, and the first Spanish Governor of Louisiana. He was also a member of the Templar Order, acting primarily as a scientific advisor.

Appointed Governor of Louisiana in 1766, de Ulloa faced opposition and resistance from the French colonists of New Orleans, who refused to recognize the policies and laws of the Spanish. Following strict trade restrictions put in place by de Ulloa to benefit the Templars, a rebellion flared up in 1768 from French Creoles who opposed de Ulloa's regime.
